Practical expertise. Legal compliance. Effective control of risk.
Oracle Safety Associates provides senior-level health and safety consultancy focused on the design, implementation, assurance, and recovery of safety management systems that must work in practice and withstand legal scrutiny.
Our work is grounded in UK health and safety law, practical risk control, and over three decades of frontline experience across high-risk environments. We support organisations where failure has real consequences.
We do not sell generic frameworks or packaged programmes. We work with organisations that want clarity, control, and defensible decision-making.
Safety governance and assurance
We support directors and senior leaders in understanding and discharging their legal duties. This includes reviewing governance arrangements, clarifying accountability, and providing independent assurance on whether existing safety systems are suitable, sufficient, and defensible.
Our role is to strengthen leadership decision-making, not to substitute for it.
Policy and arrangements development
We design clear, legally compliant policy arrangements that translate statutory duties into defined roles, competence requirements, decision processes, and practical workplace procedures. Our policies are structured to be implemented, monitored, and audited. They operate as working control systems, not aspirational statements.
We support employers in meeting their legal duty to assess risk and control it so far as is reasonably practicable. Our work focuses on ensuring risks are reduced to ALARP through structured hazard identification, realistic assessment of foreseeable harm, and proportionate, justified control measures.
Risk management system design and assurance
Risk assessment is a legal duty of the employer. We do not produce risk assessments on behalf of clients.
Instead, we support organisations to design, implement, and assure risk assessment processes that are demonstrably compliant and reduce risk so far as is reasonably practicable.
This includes:
- Defining what “suitable and sufficient” means in practice
- Ensuring foreseeable harm is properly identified
- Embedding ALARP decision-making and justification
- Linking risk assessment to controls, action tracking, verification, and authorisation
Safe systems of work and operational control
We support the development and review of safe systems of work that reflect how tasks are actually carried out, not how work is imagined. The focus is on task sequencing, supervision, competence, interfaces between activities, and preventing single-point failures at the sharp end.
Permit to work and high-risk activity control
Where work carries a foreseeable risk of serious injury or fatality, we support organisations in designing and assuring permit to work systems that function as genuine control mechanisms. This includes permit thresholds, defined roles, competence and authorisation criteria, verification steps, and audit standards. Permits are treated as safety-critical systems, not paperwork.
Contractor control and management systems
We support organisations in establishing effective contractor control arrangements, from pre-qualification and competence assessment through to planning, supervision, and interface management.
This includes:
- Contractor selection and competence criteria
- Allocation of duties between client, contractor, and subcontractors
- Integration of contractor risk assessments and safe systems of work
- Control of high-risk contractor activities through permits and supervision
- Monitoring contractor performance and compliance
The emphasis is on controlling risk at interfaces, where many serious failures occur.
Monitoring, audit, and continual improvement
We design and carry out monitoring and audit activities that focus on system effectiveness rather than superficial compliance.
This includes active and reactive monitoring, audit frameworks, meaningful performance indicators, and management review processes that support continual improvement.
Troubleshooting, recovery, and system repair
We are often engaged when safety systems are not working, have drifted, or have failed.
This includes post-incident reviews, regulatory concerns, rapid organisational growth, or legacy systems that no longer reflect current operations. We identify where controls have broken down, why existing arrangements are ineffective, and what needs to change to restore control.
The focus is on stabilising risk, rebuilding clarity, and preventing recurrence.
Our approach
Our consultancy is grounded in statutory compliance, effective organisational and engineering controls, and demonstrable outcomes. Every intervention is tested against a simple question: does this materially reduce the likelihood or severity of harm in real working conditions?
If it does not, it does not belong in a serious safety management system.
Who we work with
We work with organisations across manufacturing, construction, engineering, food production, media, and international operations. Clients typically engage us when they want to move beyond surface compliance and ensure their arrangements genuinely protect people and withstand scrutiny.
Our approach
We prioritise practical control of risk through legally grounded systems, effective engineering measures, and clear accountability. Our focus is on outcomes that can be evidenced, not language that sounds impressive but delivers little at the sharp end. Every piece of advice we give is tested against one question: does it actually prevent people from being harmed?
