A structured, legally grounded approach to effective risk assessment

This course is designed for organisations that need risk assessments to work in practice, withstand scrutiny, and support defensible decision-making.

Risk assessment is not an academic exercise. It is a legal and moral process through which organisations decide what level of risk they are prepared to tolerate, what controls are reasonably practicable, and who is accountable for those decisions.
This course reflects that reality.

Most risk assessment training teaches people how to complete a form. This course teaches people how to think, decide, justify, and account for risk. Risk Assessment – Principles and Practice is a senior-level, practitioner-designed course built around a Gold Standard 10-Step Method developed from over three decades of frontline experience, enforcement insight, and legal scrutiny.

It is designed for organisations and professionals who need risk assessments that are not only compliant, but defensible, operationally useful, and capable of withstanding challenge.
This is not a generic compliance course. It is a method.

Why this course is different

Many widely used approaches reduce risk assessment to a tick-box exercise built around the HSE 5-step model. While that model has value, it does not, on its own, address:

  • How hazards are actually created
  • How decisions are justified
  • How control measures are defended
  • How accountability is recorded
  • How residual risk is consciously accepted

This course moves beyond surface compliance and addresses the real decision-making process behind risk assessment, aligning practice with UK law, HSG65, PDCA, and ISO 45001.

A risk assessment is not a document.
It is a decision that carries consequences.

What the course covers

The course is structured around a Gold Standard 10-Step Risk Assessment Model, designed to produce assessments that are suitable, sufficient, proportionate, and legally defensible.

Key learning areas include:

Understanding risk perception and judgement

How human bias, familiarity, confidence, and culture distort risk decisions, and how structured methods counteract this.

Legal duties and foreseeability

Practical application of the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999, and relevant case law. Delegates learn how to apply the three-tier foreseeability test and what “reasonably practicable” really means in practice.

Common risk assessment failures

Why many assessments fail under scrutiny, including generic wording, weak justification, poor control logic, and meaningless risk scoring.

The Gold Standard 10-Step Method

The 10 Steps to Risk Assessment, legally compliant, suitable and sufficient and ALARP built in.

Each step is directly linked to critical recording requirements, ensuring assessments are traceable, auditable, and meaningful.

Control explained properly

Delegates learn how to apply the Hierarchy of Control using legal, moral, and practical justification, supported by real examples rather than abstract theory.

Practical application and assessment

This is not a passive course. Delegates complete a full, end-to-end risk assessment using the Gold Standard V6 form, demonstrating:

  • Real causation
  • Justified control selection
  • Appropriate risk banding
  • Action planning and ownership
  • Formal sign-off and accountability

All assessments are reviewed with written and verbal feedback, supported by a separate end-of-course assessment to verify learning outcomes.

Who this course is for

This course is suitable for:

  • Health and safety professionals
  • Managers and supervisors with risk ownership
  • Engineers and technical leads
  • Duty holders and senior decision-makers
  • Organisations dissatisfied with generic risk assessment practice

It is particularly valuable where risk decisions carry serious legal, operational, or reputational consequences.

A clear professional guarantee

If any delegate believes the structured risk assessment method taught does not improve their ability to assess and manage risk, Oracle Safety Associates will refund the course fee in full. The method is built to meet and exceed UK legal standards.

If it falls short, we expect a reasoned explanation.

Course delivery

This course is delivered as a one-day programme, with an optional second day where a workplace-based practical assessment is required.
