Qualification overview
The NEBOSH Fire Safety Certificate is a specialist qualification designed for those with responsibility for managing fire risk in the workplace. The qualification focuses on understanding fire hazards, assessing fire risk, and implementing proportionate fire prevention and protection measures. It is suitable for a wide range of workplaces, including commercial, industrial, and public sector environments.
The certificate provides a structured, practical approach to fire safety management, supporting compliance with fire safety legislation and recognised good practice.
What the qualification covers
The NEBOSH Fire Safety Certificate is made up of two units.
FSC1 – Fire safety
This unit covers the principles of effective fire safety management, including:
- Fire hazards, fire chemistry, and common causes of workplace fires
- Fire risk assessment principles and methodology
- Fire prevention and protection measures
- Means of escape, emergency lighting, signage, and fire doors
- Fire detection, warning, and suppression systems
- Fire safety management arrangements and maintenance
- The role of fire risk assessment in legal compliance
Assessment is by an open book examination, testing understanding, interpretation, and application rather than memorisation.
FSC2 – Fire risk assessment
This practical unit requires learners to complete a fire risk assessment for a real workplace or a suitable work environment.
Learners are required to:
- Identify fire hazards and sources of ignition, fuel, and oxygen
- Consider people at risk and the adequacy of existing controls
- Evaluate means of escape and emergency arrangements
- Assess fire detection, warning, and protection systems
- Make proportionate recommendations for improvement
- Record findings clearly and logically
This unit assesses the learner’s ability to apply fire risk assessment principles in practice.
